Malaysia has launched a new regulation in which the time limit for the International Malaysian passport (PMA) is fixed at 10 years. The policy which was introduced on 1 July replaces the prior one which allowed passports to stay valid for up to 10 years and 6 months.
The amendment has been made because some Malaysian passport owners have faced problems when boarding planes. The airline systems confused the passports valid for more than 10 years with an error.
Malaysia Implements Passport Validity Policy
According to the officials of the Malaysian Immigration department, 10 years validity of the International Malaysian Passports will remain in effect.
The immigration director-general confirmed that the practice launched on 1 July would stay in effect.
The preceding approach had included 6 more months under some circumstances. It was introduced back in the days to save the validity period of the previous passport when citizens are applying for its renewal.
The idea of such arrangement was to facilitate the process of renewal for the citizens of Malaysia.
The policy, however, turned out to be problematic since some worldwide airline computer systems failed to recognize passports older than 10 years.
What Explains the Extra Six Months in the Validity of Certain Malaysian Passports?
This additional half-year was linked to the validity of an older passport.
When Malaysian citizens renew their passports while having a certain amount of validity of older passports, before the Immigration Department allowed them to transfer all the unused validity.
Therefore, some passports could be valid for 10 years and an extra half of the year.
The intention of this arrangement was to prevent the holders from losing the remainder of the validity period.
However, the issues occurred, when some airlines did not have information about passports being valid longer than 10 years in their systems.
Under the previous setup, close to 38,000 passports were issued.
According to the Immigration Department, around 38,000 passports with a validity of 10 years were issued.
But out of that, an estimated 26,000 passports had validity longer than 10 years since the remaining validity of older passports was transferred to newer ones.
This implies that the technical compatibility issue could have affected thousands of Malaysian passport holders.
Some travelers faced difficulties when checking in at the airport.
The issue was not with the physical passport directly; rather, it was the airline systems that recognized only a validity of 10 years for passports.
Malaysian Immigration authorities have responded to this issue by putting a stop to the practice of transferring the remaining validity of older passports to new passports so that they have a validity exceeding 10 years.
The department has also offered to replace all affected passports free of charge.
The move allows people who possess the passports that have a validity of 10 years and six months to get a replacement without any additional cost due to the error in the technology.
When it comes to traveling abroad, Malaysians should verify the validity of their passports before leaving, especially if their passport was issued under the old system.
Airline Systems Caused a Surprising Problem
The Immigration Department mentioned that one of the problems at hand is the functioning of international airline systems which handle passport information.
Even if the passport has been issued for over 10 years, it may not be violating the regulations regarding passports, however, some airline systems treat periods longer than 10 years as abnormal.
This made it difficult for some travelers when it came to processing their passport data at the time of check-in.
In the case of international travels, all passport data is usually processed electronically, so even a minor difference in the recording of the validity can lead to issues at the airport.
The authorities of Malaysia came to the conclusion that the best way out of the situation would be to stick to the general rule of 10 years maximum validity.
ICAO Confirms There Are No Prohibitions for Passports over 10 Years
The Immigration Department also consulted the ICAO on the issue.
This clarification is important because it proves that the issue was more about the compatibility of the systems than about any international regulation forbidding valid passports that are issued for longer periods of time. In other words, ICAO has not prohibited the previous system allowing a passport to be valid for 10 years and six months; the problem must have been just in some particular airline systems unable to function properly.

The new regulation has established a definite maximum validity period for Malaysian International Passports. Instead of simply adding several unused years from the old passport, the new passport will again be valid for the maximum period of 10 years that was established on July 1.
